Regarding the latest news inherent in the Superbonus and its deadlines, many entrepreneurs and applicants still point out some problems inherent in the project.
The deadlines
The date of June 30, 2022, set as the deadline for work (with a waiver of Dec. 31, 2022 for multi-family buildings), appears to be too close. Indeed, from this perspective, it must be considered that in condominiums, decisions are made by the assembly as a whole, but precisely because of this nature and complications, several months may elapse between the first prospectuses, votes, and the actual green light for the work.
But an extension to 2023 (foreshadowed in words by government sources) would not be enough, as there is the additional critical issue posed by several banking institutions, which may not commit to purchasing loans related to work to be completed or executed in 2022. In fact, for banks this could be an unsafe “bet” because of the financing. In fact, the items repromised by the NRP (i.e., funding through resources from the Recovery Fund following the commitment of national funds until Dec. 31, 2021) have yet to get approval from the European Commission, thus not providing full certainty as of now.
Expenses
Price increases in building materials (fromsteel to polyethylene) were also noted, causing a series of failures on the part of supplier firms to meet deliveries. A number of construction companies, therefore, have decided to move only on the basis of ten-day estimates to avert price hikes. The House Committee on Production Activities also noted an increase in the cost of rentals, which was found to have doubled in the past three months.
Territorial limits
It is also true that due to the peculiarities of the interventions, which are much more complex and meticulous, in several territories and especially in the provinces the scheduling is already complete until 2022, due to the limited numbers of local companies and professionals. In fact, in addition to the actual work, one should not forget the previous stages of inspection, verification of the state of the property, specifications, feasibility studies, and energy diagnoses.
The practices
However, there is an increase in practices. In fact, in the month of April alone there was an increase from 7,000 practices to 13,000. A significant increase, although, especially for condominiums, an even greater increase is needed.
